Utah’s 15 Medical Cannabis Pharmacies

Utah brands its retail outlets medical cannabis pharmacies — a deliberate departure from the “dispensary” language that voters approved in Prop 2. 15 are operational across nine counties, and HB 54 (2025) raised the statutory cap to 17, with two new licenses reserved for medically underserved rural counties.

A medical cannabis pharmacy license authorizes the licensee to acquire, possess, dispense, transport within the state, and process medical cannabis or a medical cannabis product subject to the requirements of this part.

The Operators

Dragonfly Wellness

Dragonfly was the first pharmacy to open in Utah on March 2, 2020 in Salt Lake City. It now runs two locations — SLC and Price (Carbon County) — and operates Dragonfly Greenhouse, the cultivation arm in Sanpete County. Dragonfly is one of the most patient-advocacy-aligned operators and has remained Utah-rooted while several competitors sold to multi-state operators.

Beehive Farmacy

Locally owned by Bijan Sakaki, Beehive operates SLC and Brigham City pharmacies and is vertically integrated through Beehive Brands (processing) and Beehive Gardens / Harvest of Utah (cultivation in Weber County). House brands include Good Sun and Modern Flower.

Curaleaf

Curaleaf is the largest multi-state operator in Utah, running four pharmacies after absorbing two former operators:

  • Deseret Wellness — Park City and Provo locations (Deseret Wellness brand has been retired)
  • Cannabist / Columbia Care — Lehi location
  • Springville — Curaleaf-built

The Flower Shop USA

Operates the Logan (North Logan) and Ogden (South Ogden) pharmacies. Both locations were formerly branded as Perfect Earth Modern Apothecary before The Flower Shop USA took over.

Bloc Pharmacy

Operates South Jordan and St. George locations. Bloc’s ownership traces back to Justice Grown.

Zion Medicinal

Cedar City’s only pharmacy, with a deep house-brand catalog: Sugar House Selects, Castra, Plush, Press, Hedy, Chew & Chill, Azteca Rosin. Cultivation is through Zion Cultivars (Utah/Sevier counties).

WholesomeCo Cannabis

WholesomeCo’s West Bountiful pharmacy doubles as the state’s delivery leader, serving all 23 counties listed in their courier zone. WholesomeCo’s cultivation arm Wholesome Ag supplies the pharmacy from Davis and Tooele counties.

HB 54 (2025) — The Two New Rural Licenses

HB 54 raised the statutory cap from 15 to 17 pharmacies, with the two new licenses reserved for medically underserved rural counties. Vernal (Uintah County, in the Uinta Basin) and Moab (Grand County, near the Mighty 5 national parks) were widely identified as front-runners. UDAF opened applications July 1–31, 2025; awards were anticipated by January 1, 2026 but specific awardees have not been publicly named in available 2026 reporting.

The Upstream Supply Chain

The pharmacy network is fed by a tightly capped upstream system overseen by the Utah Department of Agriculture and Food (UDAF):

  • 8 cultivation licensees: Dragonfly Greenhouse (Sanpete), Harvest of Utah / Beehive Gardens (Weber), Oakbridge Greenhouses (West Valley City), Standard Wellness Utah (Box Elder/Weber), True North of Utah (Box Elder), Tryke Companies Utah (Tooele), Wholesome Ag (Davis/Tooele), Zion Cultivars (Utah/Sevier).
  • 15 Tier 1 processors + 1 Tier 2 processor as of June 2025.
  • 1 testing laboratory.

Notable house brands across the supply chain: Good Sun and Modern Flower (Beehive), Hygge Chew edibles (Oakbridge), ReLeaf Society and Khalifa Kush (Tryke).

Pharmacist-On-Site Model

Every Utah pharmacy must have a Pharmacy Medical Provider (PMP) — a licensed pharmacist or physician — on site during business hours. The PMP must consult on every transaction and may set or adjust dosing guidelines if the certifying RMP deferred dosing. This requirement is one of the four foundational pillars of the Utah Compromise that replaced Prop 2’s “dispensary” framework.
